Borrowed Alacrity I

Note: This mastery unlock is not yet functional. Unlocks a new ability: Borrowed Alacrity You drain away the alacrity of your target and enemies within 5 meters of them, reducing their action speed. This effect stacks with other slows. For 15 seconds, the targets will be slowed by 20%, and you and your allies will gain 10% spell and melee haste for each target, from a maximum of five targets. Characters who are affected by Borrowed Alacrity or Overdrive cannot benefit from the effect again for 10 minutes.
