Judging by the drop rate of the needed quest piece, I would rate this at uber rare vs rare. The haste belt is marked uber rare and I have seen 3 of them drop in the same time as zero of these necklaces.

I've seen 3 necklaces 2 belts. I'd imagine they're about the same.

now 3 sta 10 curse resist 10 divine resist , same effect when worn of +5% dmg/healing

At some point Boon of the Ghaldassii was changed from 5% to 3% (at least the tooltip on it)
