I am curious if you are purple and bleeding out, would the 1hp regen per tick bring you back alive? What are your thoughts on this? :)

There is another relic that does something similar -- https://shalazam.info/items/198-ice-encased-scale I can say, from personal experience, that innate health regen does not bring you back to life if you are in purple health. You must receive external healing because the rate at which your purple health declines is greater than any current level of health regen. I play warrior and have a base health regen of +10 and also have the ice encased scale, so my regen is 11. Druid buffs bring me to 17 regen. I've gone to purple health with all of these active and still end up dying.
