The first application of Razor Ice on the target will deal damage and slow its movement speed by 50% for 7 seconds. The second application on the same target will deal damage and freeze it in place for up to 4.5 seconds, as well as applying the Crystallized debuff and refreshing the movement speed reduction. Damage may cause the immobilization to break early.
