The first application of Razor Ice on the target will deal damage and slow its movement speed by 50% for 8 seconds. The second application on the same target will deal damage and freeze it in place for up to 5 seconds, as well as applying the Crystallized debuff and refreshing the movement speed reduction. Damage may cause the immobilization to break early.
