The correct skeleton is the Crumbling Skeleton from Avalia starting area where the Mage Tower is. I killed Shambling for an hour no bone. I went over to the Mage Tower and killed 2 Crumbling and it dropped.

Just got Ghrim's Bone from a Crumbling Skeleton by the road between Demith and the bridge to Thronefast.
