Rats spawn in the skelly camps just outside of Availia. They seem to share spawns with all the non-elite mobs, however killing the elite mobs can open a space for a non-elite, as long as the 2-3 solo mobs per camp are dead, it seemed to make them spawn a BIT faster. This was not the worst camp i've done, but was shitty none the less with maybe 6 rats in a full day/night span and it took me 7 or 8 to get my drop. Gloom-Infecting Blood is the item you need. I am a completionist and did this quest at level 34 :( which made it that much harder to bear lol.
