Deals Cold damage and grants a stack of "Rising Frost". Each stack of Rising Frost increases the damage of the next Ice Lance by 25%, increases the mana cost by 50%, and reduces the cast time by 30%. This effect can stack two times. Each stack increases the Focus cost of Ice Lance by 1, to a maximum of 3.
