These can be obtained from [url=https://shalazam.info/monsters/153-grey-howler]Grey Howlers[/url] and [url=https://shalazam.info/monsters/163-grey-howler-pup]Grey Howler Pups[/url] through [b]skinning[/b]. It is not a regular loot drop. (Perhaps others as well, only tested on these two specifically) In Thronefast if you head south at the crossroads up the hill and then turn east a bit there are a few walking around on the hill. It's not a super common drop so expect to have to skin a few of them. They are scattered throughout the area past the crossroads as well.
