This seems to be an old treasure map.

It’s hard to make out, but the location seems to point to some caves near the old ruined manor.

You should venture there and see what you can find.

There is a treasure chest in the spider caves. Inside the treasure chest is a quest item called “a locked coffer”. Turn this in to The Scavenger for reward. I did not get a follow-on quest, but I still have the Dusty Map.

Found my Locked Coffer inside a treasure chest at 4400.46, 472.01, 2803.70, 107 in the spider caves down the hill from Manor.

Treasure or Dusty? The Dusty map is part of a quest chain, you need that map to complete this -> https://shalazam.info/quests/177-goblin-junk .. Then you get A Treasure Map.
