The quest wont bug out. Just did it. You just wait for respawn and he will agro automatically and drop the letter. 20 minute spawn timer is correct. (maybe they fixed it) Did this for 3 people.

Well, you’re in luck. You’re here, and I have an urgent matter.
Last night I dispatched one of my best runners, goes by Silas, with correspondence destined for a Requiem contact in the heart of Thronefast.
My sources report that someone matching Silas’ description was pulled aside at the Valley Guard encampment on the Pass’s border wall. And Silas hasn’t reported back.
He carried correspondence from the head of our order, Vice Baron Requias himself. Our top priority is making sure that letter doesn’t fall into the wrong hands. Second is everyone’s safety, yours included.
Find out what happened to Silas. Recover the letter yourself if you have to.

So Veyllia sent you, she wasn’t kidding about this needing to be an express job. Has her more skittish than I’ve known her to be.
Yea, the Valley Guard held me and asked their questions. Nothing I couldn’t grease my way out of. The letter’s safe, seal unbroken. I’ve been doing this a long time. Longer than you that’s for sure.
Go back to Veyllia and tell her everything’s fine. I’ll wait for a changing of the guard and find my way in.
