One of ours is bound in the Keep’s lower cells. If the Rose had sense, they’d bleed him dry and forget his name.
But they held him… which means they listened.
His name is Pitro Vekman. He’s sent word he was on to something big. Something the Rose wanted buried. Then he vanished.
You’ll get him out. There’s rumors of an underground entrance into the prison from Halnir Caves. It’ll be well guarded. Go quietly.
If Pitro speaks nonsense, ignore it. But if he speaks truth find out what it is that he knows.

That ring’s no relic. It’s leverage. And they’d all bleed kingdoms for leverage like that. If you can speak to any of the Phantoms … let’em know.

Pitro aggroed us when we unlocked the cell door with the cell key. Quest disappeared. blood mirror doesn't do anything atm.

He is on The Dark Trade faction like Corith Malis. Looks like they didn't fix him when they fixed Corith.

I was able to shadow step into his cell while shadow walking, complete the quest, and get the blood mirror and other rewards. Still not clickable....
Oddly enough, all the dark traders were red KOS at 39. Corith Malis and Pitro did not attack me. I didn't try to unstealth near the Dark Traders in the Barrowdark.

is there a certain time he spawns? in the room where he is supposed to be and he's not there
