First time my wiz has a weapon that does not look like something a) that has been thrown away by a carpenter or b) a kitchen utensil. Could not be happier ;)
The schematic is Thick Leather Clasp, but the created item is Thick Leather Clasp. The schematic icon looks like a metal ring with leather straps on teach side. The actual item looks like 3 little spikes. Not confusing at all. \s
Puts a dot on the mob for 9 seconds (~3ticks) and gives you a buff that regens mana and increases healing done also for 9 seconds. Looks to be ~10% increase in healing, not sure how much mana regen total it gives.
I just got this item today and from my testing your original observation is what I'm experiencing. I'm not seeing the proc on dodge but as a chance to proc on hit. Also, can confirm it works on elite mobs. I was testing on some grey elites and it was doing around 30 dmg each proc (will be less on at level mobs).
doable with standard group, just got to deal with ads.. mechanics did not really change from what I remember from the fight prior to him being disabled
killed him 3 times today, dropped the Unmortal blade twice and the other one the third time together with the hood, so I wouldn't count the swords as inactive.

Has anyone triggered this event since it has gone live? I don't want the secrets of how to spawn it posted or anything, just confirmation that someone has seen the event is good for me!
The good news is that based on a tiny sample size (16 total spawns), he is fairly common (4 out of the 16). He dropped the weevil staff 3 times and the shield once. The bad news is that the DS is only 2 points not 6. No idea about the difference. Maybe a nerf in the patch last week? The rest of the stats are not bad for a lower level shield.
Edit: I stuck around for 6 more spawns and they were all placeholders. The DS also did 3 damage to a few of the feralings.
It does basically - there's a 4 item table that feels all somewhat equal with belt/cloak more commonish.
Then you have 2 separate tables for the ring and tooth.
One corpse we have looted had 3 drops ( Belt, Tooth, Ring) bc the ring/tooth can roll separately.
