they adjust the spell levels periodically when doing so, they forget to change things like tool tips, vendor lists, etc the choking thirst was another that was changed to a higher level but since it was accessible before, I had it before, had it on my spell bar, but was greyed out because they raised the level of it.... one day, they'll have all their ducks in a row....one day

And I just turned level 16, bought it, scribed it, and can't use it. Vender says it's a lvl 16 spell Can scribe it at level 16 Once Scribed it shows as a lvl 18 spell. It will let me put it on my cast bar. Casting it I get the message "Failed ability cast: Casters Level is Too low

Had the Band of Battle drop on first kill of the war scout today after about 8 hours of ph. It does now have the clicky effect the same as the war totem but you don't see anything about the click ability until it is equipped. The buff lasts after the ring is removed. I already had one in the bank on a caster and had no way of knowing it had the buff effect because I couldn't equip it on that char.

I wonder if they are going to allow us to through crafting polish the soot off and remove the negative effects

when worn , random proc damage shield about 20 dmg, procs about once per 5 hits? only seems to work on solo mobs no group mobs :/

Earring is a random proc damage shield approx 20 dmg. ONLY ON SOLO MOBS. Does not work on group mobs, basically kinda crap ;(
