Just got this as a random drop from a Hobgoblin Char near the bind stone closest to spirit manor / small thronefast bridge beyond the crossroads. New stats are: 16 AC +1 Dexterity +1 Agility Item is both Unique and Magic now.

Not sure if the previous one dropped from the same mob type or if it's random to all the hobgoblins in this area or what. Just killed him and he does still drop the necklace, having the same stats. However he was light blue to me at level 12, so the level's not 7 like it says currently.
