There is one specific bear that needs to die which is the place holder for this to spawn. If you want to know which it is you have to follow Khibera around and this will reflect the bear that is the Ph because it follows the same path

Made it today - save your time and your materials - the ivory handled shortbow is MUCH easier to get and way better stats.
