18 Damage 3.7 delay +3 Str +14 Hit Rating War, Pal, DL, Ranger

so this wand gives .8 crit rating because of the 2int and 2wisdom right? making it nearly as good as the faded black tomb because its 18 rating or 1% crit and the wand is .8% crit if i am correct. i know that the 2 wisdom gives an int caster .4 crit rating and i think the int does also making it .8% crit

Recently got this spell after camping the dweller for days it being a rare drop off him. Unfortunately the spell shows lvl 99 and is not usable as a lvl 18 shaman. Very sad as I did this camp specifically to get this spell.

Can verify all spells still drop. took several days of camping him to get them all. spawns at 1900-2000 roughly 15mins between spawns so only 2 kills per day night cycle.(per shard) just because there is someone camping the location doesn't mean you can't kill the dweller just be nice and check with the person on the camp. most people only looking for pog. Can also confirm that though the spells drop they are not useable once added to the codex. Shows level 99 and won't allow me to cast either.

So I got the first map fragment from the chest in gob caves, talked to dorian and got the quest to get the next few. Went to manor on all 3 shards and it was not on any of them at manor. Are they supposed to be up statically or is it like rng like the chest?

The Pin on the Map is the correct Cave location. You are looking for a spell brown bags that will give you the quest item. I saw one stuck in the one of the ice columns. Look around the whole cave if you can't easily find it.
