doable with standard group, just got to deal with ads.. mechanics did not really change from what I remember from the fight prior to him being disabled
killed him 3 times today, dropped the Unmortal blade twice and the other one the third time together with the hood, so I wouldn't count the swords as inactive.
Can be crafted from 2 Scraps of Burlap Cloth using the Scavenging Skill (required skill of 1).
Scraps of Burlap Cloth can be purchased from Foreman Aldeus in Availia or Liko in Sorhiryth.

The good news is that based on a tiny sample size (16 total spawns), he is fairly common (4 out of the 16). He dropped the weevil staff 3 times and the shield once. The bad news is that the DS is only 2 points not 6. No idea about the difference. Maybe a nerf in the patch last week? The rest of the stats are not bad for a lower level shield.
Edit: I stuck around for 6 more spawns and they were all placeholders. The DS also did 3 damage to a few of the feralings.
It does basically - there's a 4 item table that feels all somewhat equal with belt/cloak more commonish.
Then you have 2 separate tables for the ring and tooth.
One corpse we have looted had 3 drops ( Belt, Tooth, Ring) bc the ring/tooth can roll separately.
Gotta kite him around if he's too buffed, sometimes he'll nuke a party or two and the buff seems to stay on him. We killed him the other night by just kiting him and using enchanter pets periodically
The Cloth Handwraps are no longer available on a vendor (that I could find), but can be looted from an Ultharen Cultist. To make sure you make the killing blow with your main hand that is wearing the wrap, equip a torch in your offhand, or another handwrap. Generic Gadai's won't work, it must be a bandit.
He has:
Localized Storm - puts down a storm on the ground that you have to move out of (looks kinda blue/purple)
Chain Lightning - high shock damage (chains between multiple targets)
Great Storm of the Seer (or something like that) - summons a big blue ogre guy that will cause an AOE knockback. This is the one you really wanna interrupt. It seems you can target the ogre and perhaps attempt to kill it before it does the knockback, but it happens so fast we weren't able to do it.
