To get this, go see Stablehand Phosy in Demith. Talk with him. He wants you to go find a horse. Personally I didn't get any kind of popup or other notification when I found a horse, but when I went back to Phosy I was able to continue the quest. When you speak to him again you get the tame mount scroll and 5 juicy apples. Read the scroll and you'll now have the Tame Mount skill in your book. It will go into the bottom hotbar like a standard skill/spell.
You start with a tame skill of 1, so you need to practice it. It took me 4 goes I think to max my skill at 6 (level 20 rogue)
You can con the horse and it'll tell you if you can tame it or not. A white con horse said it would be challenging, but it worked fine. Note that after a failed attempt, the horse runs away and despawns, so you have to find another one to keep going. I found a yellow con that said it was beyond my ability and another that said it would be a challenge. Trying that second one resulted in a failure.
This is where the juicy apple comes in, which will lower the horse's will by 3. I used an apple on an orange con horse and was then able to tame it (though it beat me up pretty good while doing so).
So, now you have a temporary horse. Next step is to make it yours for realz, and that means getting it back to Demlith and checking in with the stable master (Josie Donel). To avoid agro and be able to make it run for longer periods of time, I suggest some endurance boosts. I went with food and drink:
* Hopper Soup (+20 endurance)
* Traveler's tea (+5 endurance)
There's also some pretty easy T2 jewelry you could make and wear if you have a jewelcrafter handy:
* Brass necklace of tireless (+16 endurance)
* Brass ring of tireless (+16 endurance)
Once you check in at the stables, the horse is yours. You'll get a new tab for it in your inventory screen and you can summon it or dismount with the h key.
