Yes, you just need to complete Scavenger's Path quest for the Map Fragment quest to unlock, you can ignore the other 2 he offers you

Good to know, can spawn at both! Now the question remains on the loot. I see the shalazam tool tip for the dagger now shows it as being 9dmg but I feel like it was higher a few days ago. Still waiting for someone to confirm the dagger or relic drops and their stats. Thanks for the input!

You might need to complete the "Scavenger's Path" quest before being able to start the Map Fragments quest. Let us know if this works for you, please.

I found a silver spoon just in a random chest somewhere in Thronefast. I'm not sure if that's where they're "supposed" to come from or not. It seems like they ought to be able be found via scavenging, and I have reported that scavenging respawn points appear to be broken and VR confirmed there appeared to be some issue. Hopefully it gets fixed in a patch soon. These scavenging quests are nearly impossible to finish. I'm level 14 now and have had some of the same quests since level 1 and never found the items needed. :/

Has a nasty Mass Drain Blood skill that is Not a "solo" mob spell, does 49 curse damage to anyone nearby and heals him for FAR more then the damage done with the spell. Bring lots of interrupts or don't bother.

Haven't seen a silver spoon yet. Did find a wooden spoon though in the same hobgoblin caves near the griffin mentioned above out of one of the junk stash boxes they have. Not sure on the use of the wooden spoon either so maybe it's for this quest?

I think he was pulled out to adjust his loot or something and only recently put back in. Now i've seen him multiple times but didn't a few weeks ago similar to Forlus's comment above.
